Ladakh New Districts : Major administrative reform

1. லடாக் பகுதியில் 5 புதிய மாவட்டங்கள் உருவாக்க ஒப்புதல் வழங்கப்பட்டது.

5. மொத்த மாவட்டங்கள் 2 இலிருந்து 7 ஆக உயர்ந்தது.
   • நோக்கம்: சிறந்த நிர்வாக சேவை அணுகல் மற்றும் மையமற்ற ஆட்சி முறை.
   • தொலைதூர மலைப்பகுதிகளில் நிர்வாகத்தை எளிதாக்கும் முயற்சி.
   • லடாக் 2019 ஆம் ஆண்டு ஒன்றியப் பிரதேசமாக மாற்றப்பட்டது.

புதிய மாவட்டங்கள் உருவாக்கும் நடைமுறை

• மத்திய உள்துறை அமைச்சகம், லடாக் பகுதியில் 5 புதிய மாவட்டங்கள் உருவாக்க ஒப்புதல் வழங்கியுள்ளது.
• இதற்காக லடாக் நிர்வாகத்திற்கு ஒரு குழு அமைக்க உத்தரவிடப்பட்டுள்ளது.
• அந்த குழு பின்வரும் அம்சங்களை ஆய்வு செய்யும்:
  • மாவட்ட தலைமையகம்
  • எல்லைகள்
  • நிர்வாக அமைப்பு
  • புதிய பணியிடங்கள் உருவாக்கம்
  • பிற தொடர்புடைய விஷயங்கள்
• குழு தனது அறிக்கையை 3 மாதங்களுக்குள் சமர்ப்பிக்க வேண்டும்.
• அதன் அடிப்படையில் இறுதி அறிக்கை மத்திய உள்துறை அமைச்சகத்திற்கு அனுப்பப்படும்.

பின்னணி

• 2019ஆம் ஆண்டு, அரசியலமைப்பு பிரிவு 370 நீக்கம் செய்யப்பட்ட பின்னர், லடாக் ஒன்றியப் பிரதேசமாக மாற்றப்பட்டது.
• அதன் பின்னர் மத்திய அரசின் நேரடி நிர்வாகத்தின் கீழ் உள்ளது.

புதிய மாவட்டங்களின் அவசியம்

• லடாக் கடினமான மலைப்பகுதி மற்றும் தொலைதூர கிராமங்களை கொண்டுள்ளது.
• தற்போதைய நிர்வாகத்திற்கு மக்களை எளிதில் அடைவதில் சிரமம் இருந்தது.
• புதிய மாவட்டங்கள் மூலம்:
  • நல்ல நிர்வாகம்
  • அலுவலக சேவைகள் எளிதில் கிடைக்கும்
  • நலத்திட்டங்கள் விரைவாக சென்றடையும்
  • சமநிலை வளர்ச்சி ஏற்படும்

வளர்ச்சி திட்டங்கள்

• நரேந்திர மோடி முன்னாள் ஜம்மு & காஷ்மீர் பகுதி வளர்ச்சிக்காக பிரதமர் மேம்பாட்டு தொகுப்பு திட்டம் அறிவித்தார்.
• இதில் 63 திட்டங்கள் இடம்பெற்றன. மொத்த மதிப்பு ₹80,068 கோடி.
• இதில் 9 திட்டங்கள், ₹21,441 கோடி மதிப்பில், லடாக்கிற்கே ஒதுக்கப்பட்டவை.

Ladakh New Districts : Major administrative reform

1. Ladakh has approved the creation of five new districts.
2. Approval given by Lieutenant Governor Vinai Kumar Saxena.
3. Newly created districts:
   • Nubra
   • Sham
   • Changthang
   • Zanskar
   • Drass
4. Existing districts:
   • Leh
   • Kargil
5. Total districts in Ladakh increased from 2 to 7.
6. Objective: Better administrative accessibility and decentralised governance.
7. Important for remote and difficult terrain areas.
8. Ladakh became a Union Territory in 2019 after reorganisation of Jammu and Kashmir.

Process for Formation of New Districts

• Ministry of Home Affairs has given in-principle approval for creating 5 new districts in Ladakh.
• The Ladakh administration has been asked to form a committee.
• The committee will study important matters such as:
  • Headquarters of each district
  • Boundaries
  • Administrative structure
  • Creation of new government posts
  • Other related issues
• The committee must submit its report within 3 months.
• Based on the report, the final proposal will be sent to the Home Ministry for further action.

Background

• In 2019, after the removal of Article 370 Abrogation, Ladakh became a Union Territory.
• Since then, it has come under the direct administration of the Centre.

Need for New Districts

• Ladakh has difficult mountainous terrain and many remote villages.
• The present administration faced challenges in reaching people at the grassroots level.
• New districts will help in:
  • Better governance
  • Easy public access to offices
  • Faster welfare delivery
  • Balanced regional development

Development Projects in Ladakh

• Narendra Modi announced the Prime Minister’s Development Package for the former Jammu & Kashmir region.
• It included 63 projects worth ₹80,068 crore.
• Out of these, 9 projects worth ₹21,441 crore are meant only for Ladakh.
